National Identity Card for Overseas Pakistanis (NICOP)

 

NICOP is an official identification document for Pakistani Citizens working / living abroad. NICOP can be produced for personal identification in place of Computerized NIC (CNIC) within Pakistan and abroad. The card is supposed to be produced at domestic or international entry or exit terminals. National Database and Registration Authority (NADRA) ordinance envisages issuance of NICOP to Pakistani workers, emigrants, citizens, or Pakistanis holding dual nationality, having been registered under the NADRA Ordinance. NICOP is an identification document to be used as a substitute for the NIC as and when requested. As per this ordinance, NADRA has been entrusted with the task of registering the overseas Pakistanis. NICOP, in addition to providing the authenticity of the individual, has additional features at the same time, as the person possessing the NICOP is entitled to visa-free entry into Pakistan.

 

 

Who can apply for NICOP

 

NICOP is a registered document to be issued to a valid/legitimate citizen of Pakistan. Previously it was issued to overseas Pakistanis working / living / staying / studying abroad for consecutive time period of six months or possessing dual nationalities but now it can be issued to any citizen of Pakistan.

You can apply for new NICOP or modification in NICOP from Consulate General of Pakistan New York. If you want to get any other documents related to NADRA please contact NADRA offices in Pakistan. Other offices in United States where you can apply for NICOP are Embassy of Pakistan Washington DC and Consulate General of Pakistan Los Anglese CA.

New NICOP (First Time)

 

Required Documents:

 

  • Duly filled NICOP application form (Click here for form).
  • VALID Pakistani or US/Foreign Passport photocopy (no exceptions).
  • Computerized National Identity Card (CNIC) or Old ID (NIC) photocopy.
  • Money Order or Cashier's Chek for US$ 35.00 payable to “Consulate General of Pakistan New York”. Cash / personal checks are not acceptable.
  • Two Passport size pictures with white background only (facing towards camera).
  • Marriage certificate copy (for first time registration as married person).
  • A stamped, self addressed return envelope for delivery of receipt / acknowledgement of your NICOP application when applying through mail.
  • Must write CNIC or NICOP number in column 33 as reference from first blood relative (father, mother, brother, sister, son, daughter, husband, wife, or Paternal Grand father/ mother) if applying first time on the basis of old ID card or other supporting documents.

 

    If you don't have CNIC or NIC please attach following documents with application;

    • Old Pakistani passport photocopy.
    • Form “B” photocopy or.
    • Pakistani Birth Certificate photocopy or.
    • Matric/School Leaving Certificate photocopy or.
    • Citizenship Certificate from Ministry of Interior (MOI).

 

For Children born in United States/Foreign Country:

 

  1. Duly filled NICOP application form (click here for form).
  2. VALID passport photocopy.
  3. Birth certificate photocopy.
  4. Parent’s NICOP/CNIC/NIC card photocopies.
  5. Money Order for US$ 35.00 payable to “Consulate General of Pakistan New York”.
  6. Two Passport size pictures with white background only (facing towards camera).
  7. A stamped, self addressed return envelope for delivery of receipt / acknowledgement of your NICOP application when applying through mail.

 

For Children born in Pakistan:

 

  1. Duly filled NICOP application form (Click here for form).
  2. VALID passport photocopy.
  3. Form "Bay" and/or Birth certificate photocopy.
  4. Parent’s NICOP/CNIC/NIC card photocopies.
  5. Money Order for US$ 35.00 payable to “Consulate General of Pakistan New York”.
  6. Two Passport size pictures with white background only (facing towards camera).
  7. A stamped, self addressed return envelope for delivery of receipt / acknowledgement of your NICOP application when applying through mail.

 

Note: To get childrens NICOP, their parent's marital status must be "Married" in NADRA database. NICOP validity for children less than 15 years of age will be printed till their 15th birthday. After that NICOP will be printed with 10 years validity.

 

Renewal or Modification of NICOP

 

For Renewal

 

  1. Duly filled NICOP application form (click here for form).
  2. Original NICOP with photocopy (Require police report if lost).
  3. VALID Passport photocopy.
  4. Money Order or Cashier's Chek for US$ 55.00
  5. Two Passport size pictures.
  6. A stamped, self addressed return envelope for delivery of receipt / acknowledgement of your NICOP application when applying through mail.

 

For Modification

 

All above (for renewal) and following additional documents are required for any modification in NICOP. Please highlight all changes on NICOP form with yellow highlighter).

 

Modification in Name:

 

Partial Name Change (to add or remove Khan, Malik, Chaudhry etc.)

 

  • No document required

 

Complete Name Change

 

  • Name change deed from solicitor attested by 1st class magistrate from Pakistan and duly attested by Ministry of Foreign Affairs, Islamabad.
    (Note: Photocopies must be attested from Ministry)
  • Advertisement in any local news paper in Pakistan.

 

 

Modification in Date of Birth:

 

For less than 3 Years (color photocopies of these documents must be notarized)

 

  • Matric Certificate or
  • Service Book or
  • Court Degree or
  • Valid Pakistani passport

    If you have Computerized ID Card (CNIC) and want to modify Date of Birth on NICOP attach original CNIC for correction.

 

For more than 3 Years

 

  • Must visit any NADRA office in Pakistan with all required documents.

  • Nikkah Nama/Marriage Certificate copy

Duplicate NICOP (Incase of Lost)

 

Required Documents:

 

  • Duly filled NICOP application form (click here for form) (Please check (√) Duplicate) and MUST write your NICOP # in column 5.
  • VALID Passport photocopy (First 4 Pages) (No Exceptions).
  • Money Order for US$ 55.00 payable to “Consulate General of Pakistan New York”. Cash / personal checks are not acceptable.
  • Two Passport size pictures with white background only (facing towards camera).
  • A stamped, self addressed return envelope (if applying by mail).

Cancellation of Duplicate CNIC/NICOP

 

Please visit Pakistan Consulate New York with following documents for cancellation of duplicate CNIC/NICOP.

 

  • Original CNIC/NICOP for Cancellation (Police report required incase of lost).
  • Photocopies of retained CNIC/NICOP.
  • Money order or Cashier's chek of US$ 250.00 (Payable to Consulate General of Pakistan New York).
  • Two CNIC/NICOP numbers of witnesses.

 

Mailing Instructions

 

One prepaid self addressed return envelope required for receipt if applied through mail. Please make sure all required documents are attached with NICOP application. It will take almost 2~3 weeks to get the receipt back. Attach all required documents with each application separately.

Important: Please DO NOT send your original documents BY POST with your application as we don’t need any original documents to process your application except original CNIC/NICOP when applying in modification category. Pakistan Consulate New York will not be responsible for loss of any original documents sent via post.

 

Processing time and delivery of NICOP

 

Approximate processing time of a NICOP application is six to eight weeks. You will receive your NICOP card by DHL mail directly from NADRA headquarters Islamabad to your United States address, mentioned in the NICOP application form. Please make sure address on application is correct. There is no urgent service or fast track service from the Consulate.

You can track the status of your NICOP application by visiting NADRA’s website www.nadra.gov.pk using the receipt number printed on top right corner of your receipt (omit starting two zeros “00”)

You can also call NADRA Call Centre Islamabad directly at +92 51 111 786 100 or +92 51 9208606 to check the status of your application. Delivery of your card can be delayed due to incomplete/invalid information, missing documents or verification problems. If you do not receive your card within eight weeks you can LAUNCH A COMPLAINT by visiting NADRA’s website. All complaints about NICOP card will be answered only through COMPLAINT MANAGEMENT SYSTEM http://www.nadra.gov.pk/chat/complaint/index.php.

Frequently Asked Questions (FAQs)

 

Q: At the very top where applicant has to enter old NIC # there are only 11 boxes but I have 13 digit NIC number, how should I fill that out?
Ans.: This box is for old ID card (with 11 digit numbers) if you have new ID card (CNIC with 13 digit number) leave that blank and start from column 2.
Q: In family head what I have to write? I am unmarried and my father passed away I do not have his id card.
Ans.: You can write your own or mother/brother/sister’s ID number as family head. Don’t leave it blank or don’t write any name, must be ID card number.

Q: What are the maximum characters of applicant name?
Ans.: Applicant name should be less than 27 characters including spaces.

Q: Do I really need to fill out the Urdu fields in NICOP form?
Ans.: Yes, you must fill out the Urdu fields in NICOP form. These fields are mandatory.  

Q.: I am married and want my husband name on the card, do I have to write my father and mother names?
Ans.:   Yes, father and mother name should be written, if not application will be rejected.
Q.: I can’t provide Pakistani address because my whole family is living in USA, is this ok to provide both addresses in USA?
Ans.: No, Pakistani address is mandatory, write some relative residence address if you don’t have own address.
Q.: My son is below 8 year and he can’t sign the application. Can I leave it blank or write his name?
Ans.:   Yes, you can leave it blank or write his name only but must get his left thumb impression on form.
Q.: Who can attest this form? Do I need to attest it from any notary public or my family members can attest it?
Ans.: Any CNIC/NICOP holder (except blood relative) can attest the form. You don’t need to get attested from notary public.
Q.: Is attester and blood relative can be the same?
Ans.: No, blood relative can’t attest the form and attester can’t be a blood relative.   
Q.: How long it will take to get the NICOP receipt?
Ans.: It will almost take 14~18 days.
Q.: How soon I will get the NICOP as I have a flight next week.
Ans.: Total process time for NICOP is 6~8 week.
Q.: Today I have receive my son’s NICOP with one year validity only, but it suppose to be for ten year validity.
Ans.: Validity of NICOPs being issued to the children with age Less than 15 years is till their 15th birthday. After the age of 15 years the NICOP will be issued with 10 years validity.
Q.: What is System Independent?
Ans.: System Independent means that person didn’t provide any blood relative CNIC/NICOP number when he submit the application. To clear this rejection / flag applicant has to provide CNIC / NICOP number of any of his blood relative.
